Judge Vernal Ledgerwood, the brains behind Mcaughlin's team, hatched a plan to issue pink slips advising government employees for whom to vote. If they did not support the right candidate, they were out of a job.
If a business wished to participate in gambling, they had to donate money to various approved office holders, off the record.
The hand picked city council held regular meetings but also called off the record meetings in Judge Ledgerwood's office.
