W.S. Jacobs already controlled the gambling in Hot Springs from the Ohio club since 1913, and was asked by the new mayor to become the gambling boss for the city. The Southern Club was the center of operations.

Gamblers voluntarily paid a misdemeanor fine for gambling once a month, amounting to $25 maximum. The gamblers did not have to be jailed and because of the extra revenue, McLaughlin could lower taxes.

While some citizens and churches complained and wanted it stopped, only circuit judges and the prosecuting attorney could investigate. These individuals were in McLaughlin's circle.

Jacobs controlled several gambling clubs, including but not limited to the Southern Club, the Ohio Club, Kentucky Club and Club Belvedere.
